The role

1-year non-reimbursable assignment. The only compensation for this assignment is the federal salary you are already receiving. FEMA Strategic Resource Integration Officer (SRIO) Series Requested: 0343 Security Clearance: Public Trust - Moderate Virtual/Remote: Washington, DC, or your current federal office anywhere in the USA. This assignment does NOT confer telework benefits. Only current, full-time federal employees are eligible. Supervisory approval form must be signed.

See the bigger picture. Connect the dots. Help shape the future of preparedness. What if you could help FEMA leaders see not just what resources they have, but what those resources make possible? The National Preparedness Directorate (NPD) is seeking a creative, analytical, and forward-thinking professional to serve as its Strategic Resource Integration Officer (SRIO) within HART. This is an opportunity to do more than analyze numbers or prepare reports.

The SRIO will help transform information about people, funding, capabilities, and organizational needs into meaningful intelligence that supports real management decisions. Working closely with HART leadership, the selectee will help develop an emerging strategic resource integration capability that connects information across traditional organizational boundaries. This work supports NPD's efforts to re-imagine how FEMA plans, prioritizes, and delivers preparedness programs.

The challenge: Resources are finite. Needs are complex. Information is often fragmented. The opportunity: Help leaders understand the possibilities, evaluate the trade-offs, and make better-informed decisions. The ideal candidate enjoys asking why, exploring what if, and discovering connections others may not immediately see. They can turn complexity into clarity, data into insight, and insight into practical recommendations.

You won't just contribute to an established process. You'll have an opportunity to help shape what comes next. Duties Include: - Connect resources to mission outcomes. Analyze relationships among workforce capacity, funding, program requirements, and organizational priorities to identify opportunities, constraints, and emerging needs. - Develop decision-ready intelligence. Translate complex information into clear findings, actionable recommendations, and meaningful options for senior leadership. - Evaluate alternatives and trade-offs.

Examine the costs, benefits, risks, dependencies, and operational consequences of competing resource strategies. - Help build DINER. Contribute to the development of NPD's Dynamic Integrated Needs Estimation & Resourcing capability, which will bring together information about what the organization has, what it needs, and where gaps or opportunities exist. - Look beyond individual data sources. Identify meaningful relationships across human capital, budget, organizational performance, and program delivery information. - Support strategic planning.

Help leaders anticipate future requirements, assess organizational capacity, and align available resources with mission priorities. - Make complex information understandable. Develop compelling analyses, visualizations, briefings, and decision materials that communicate not just what the data says, but why it matters. - Challenge assumptions constructively. Ask thoughtful questions, test conclusions, identify missing information, and develop sound recommendations grounded in evidence.

Qualifications required: Intellectual curiosity and the ability to recognize patterns, relationships, and implications across complex information. Experience analyzing programs, operations, financial resources, workforce requirements, or organizational performance. Ability to translate analysis into practical recommendations that help leaders make decisions. Sound independent judgment, initiative, creativity, and ownership of results.

Ability to consider alternatives, explain trade-offs, and anticipate downstream consequences. Strong written and verbal communication skills, including the ability to explain complex concepts to nontechnical audiences. Collaborative problem-solving skills and an interest in working across organizational and functional boundaries. Comfort working with emerging requirements, imperfect information, and problems that do not have obvious answers.

Especially valuable, but not required: Experience with resource planning, budget analysis, workforce analytics, program evaluation, business intelligence, data visualization, or strategic management. Candidates do not need to be experts in every discipline. We are particularly interested in people who can learn quickly, ask insightful questions, and connect diverse perspectives to develop meaningful solutions. Why Consider This Opportunity?

Build something new. Help shape a developing capability rather than simply maintain an existing process. Work on consequential questions. Explore how resource decisions influence mission delivery, organizational readiness, and future preparedness capabilities. Gain leadership exposure. Work directly with HART leadership and contribute analyses intended to inform senior-level management decisions. Broaden your perspective.

Gain experience at the intersection of human capital, financial resources, organizational strategy, and mission execution. Make your analytical skills matter. Go beyond generating reports to explain what the information means, what choices it presents, and what should happen next. Above all, this detail is an opportunity for someone who enjoys solving problems that don't fit neatly into one office, one spreadsheet, or one discipline.

If you're the person who always wants to understand how the pieces fit together-and what we could accomplish by connecting them-we want to hear from you.
